What is This?

I saw these in a thrift shop recently, and since they were only 25 cents, I thought them worth bringing home. They are quite small, the crochet circle is about 3 inchs across and the swan back, and neck fold over the circle with a height of about 2 inches.  
BUT

I have no idea what it could actually be used for.  Do You Know?

Something dainty and cute, maybe for an old fashioned dining experience? Maybe a bookmark? Any ideas?
